A major bipartisan housing bill will become law at midnight on Saturday without President Donald Trump's signature, according to The Guardian.
The president refused to sign the legislation because Congress has not approved new nationwide restrictions on voting.

The measure, known as the 21st Century Road to Housing Act, introduces significant changes to federal policy for buyers, renters, and homebuilders.
Congress approved the bill with large margins last month after extensive negotiations between Democrats and Republicans.
Trump linked the housing bill to the Save America Act, which proposes numerous new restrictions on voters and state election officials ahead of November's midterm elections.
While a version of the Save America Act passed the House in February, it faces opposition from Senate Democrats and lacks the votes to overcome the filibuster.
Last month, Trump canceled a signing ceremony for the housing bill, preventing his Republican allies from publicly highlighting their efforts to address housing affordability.
Surveys show housing affordability is a primary concern for voters.
The president later described the housing measure as "a big yawn" and "so unimportant" compared with the Save America Act.

House Speaker Mike Johnson sent the housing bill to the president's desk on June 29, triggering a 10-day countdown before it automatically becomes law.
In a Friday morning post on Truth Social, Trump wrote: "I will not sign the Housing Bill, which has been fully approved by Congress and sent to the White House, in PROTEST over the fact that the United States Senate is not capable of passing THE SAVE AMERICA ACT."
