The transfer fee is reported to be around €650,000, following weeks of negotiations.
NEC outbid FC Utrecht to secure the versatile midfielder, who is seen as an option across midfield and forward lines.
Tahaui recorded five goals and ten assists in 38 official matches for Vitesse last season. NEC Technical Director Carlos Aalbers expressed strong confidence in the new signing.
"Adam is a player we have been following for a long time and in whom we see a lot of potential," Aalbers said.
"He is creative, technically skilled, and can play in multiple positions in the midfield and upfront. That makes him a very interesting and versatile addition to the squad."
Vitesse had attempted to retain Tahaui but could not agree on a contract extension.
The deal includes a future sell-on percentage, allowing Vitesse to benefit from a potential future transfer.

"We would have liked to keep Adam at Vitesse longer," said Joost de Wit, interim Managing Director of Vitesse.
"Ultimately, we reached an agreement with NEC that is appropriate for all parties involved."
Vitesse Bolsters Attack with New Signings
To compensate for Tahaui's departure, Vitesse signed 25-year-old German forward Adam Probst from SV Rödinghausen on a two-year contract.
Probst scored 19 goals in the Regionalliga West last season and replaces Elias Huth.
"I am a physically strong striker who wants to get into the penalty box as quickly as possible," Probst said.
"My greatest quality lies in finishing chances, but I also work hard for the team."
Vitesse also secured 18-year-old academy graduate Jort van de Glind on a three-year contract. The left-back has spent over a decade in the club's youth system.
