Democratic lawmakers are demanding an immediate review of Immigration and Customs Enforcement hiring practices after four ICE-related deaths occurred within a single week.
The push intensified following the July 13 shooting death of 25-year-old Colombian national Joan Sebastián Durán Guerrero in Biddeford, Maine.

The incident came just days after another fatal shooting by an ICE officer in Texas.
Media reports identified the officer involved in the Maine shooting as David Brouillette, a military veteran and former police officer hired by ICE in 2025.
He allegedly has a history of mental health issues and domestic threats.
Lawmakers Question Vetting Procedures
Representative Bennie Thompson, the top Democrat on the House Homeland Security Committee, publicly questioned the vetting procedures used by ICE during its recent recruitment expansions.
He said the incident "directly call[s] into question the supposed vetting and training ICE does of its recruits."
Thompson emphasized the need for accountability, stating: "This senseless tragedy must be investigated, and the officer responsible should be taken off our streets and face justice for his actions."
Senate Majority Leader Chuck Schumer linked the fatalities to rapid staff expansions, accusing the administration of putting officers "onto our streets without ensuring they were fit to carry a badge and a gun."

He added that the administration "gave this rogue agency vast power and no accountability."
An unverified voicemail recording from late 2025, obtained by media outlets, allegedly documents Brouillette making threats against his former spouse.
In the recording, he says: "Do I think that you should have your … throat cuts or should have had them cut?
Yep."
Department of Homeland Security spokesperson Lauren Bis declined to verify the employee's identity but noted the officer has extensive law enforcement experience.
She stated: "We will never confirm or deny attempts to dox our law enforcement officers."

The fatal encounters follow a series of shootings by federal immigration officers since early 2025, drawing ongoing opposition from civil rights advocates and oversight committees.
