Spence, 25, was selected over Alexander-Arnold, Myles Lewis-Skelly, and James Garner due to his versatile defensive capabilities on both the right and left flanks.
The squad inclusion comes immediately after Spence suffered a broken jaw during Tottenham's recent 2-1 Premier League defeat against Chelsea, following a late-match aerial collision with striker Liam Delap.
