Canada has introduced a new transit process that lets international passengers bypass border checks at three major airports.

The Canada Border Services Agency (CBSA) launched the "Free Flow International-to-International Transit" on June 26, 2026.

The streamlined mechanism operates at Toronto Pearson International Airport Terminal 1, Vancouver International Airport, and Montréal Pierre Elliott-Trudeau International Airport.

Eligible travellers with a confirmed onward ticket within 24 hours can proceed directly to their departure gates without interacting with border officers or using self-serve customs kiosks.

Passengers must have their baggage automatically transferred by airlines, which securely share flight data, final destinations, and schedules with border authorities.

Modernization Initiative

The initiative builds upon a 2018 kiosk-based pilot project and aligns with a broader modernization effort to position Canadian aviation hubs as competitive global transit points.

Officials emphasized that security standards will remain intact throughout the implementation of the digital system.

"We are working with our airport partners to provide a simpler and more efficient process for travellers to get to their international destinations without delay," said Rob Chambers, Vice President of the Travellers Branch at the CBSA.

The agency expects the digital data-sharing framework to reduce physical congestion inside transit terminals while maintaining oversight.

Passengers transiting to the United States will follow a separate stream, directing them to dedicated security re-screening areas before processing through U.

S. Customs and Border Protection.

Standard border processing remains mandatory for travellers with separate-day connections, un-transferred baggage, or flight delays extending past the 24-hour window.
