Ramsey joined from the Aston Villa Academy, where he spent 13 years progressing through the youth ranks. He left Villa Park this summer after his contract expired.
The teenager is the younger brother of Newcastle midfielder Jacob Ramsey and Burnley's Aaron Ramsey.
He made 19 appearances in the under-18 Premier League last season, scoring three goals and providing one assist.
Before moving to north London, Ramsey had a trial period with Leeds United in May. He expressed his gratitude to Aston Villa in a social media statement.
"After 13 years at Aston Villa it's time for a new chapter. This club has given me memories for life," Ramsey wrote.
