Eastleigh Borough Council has launched a tender for a £100 million housing contract to build 424 homes at its One Horton Heath development in Hampshire.

The procurement, issued on July 8, 2026, seeks a design-and-build contractor for the Upper Acre parcel.

This phase will deliver mixed-tenure homes along with public open space, landscaping, and associated infrastructure.

The total contract value is £100 million excluding VAT and £120 million including VAT.

The council plans to use the JCT Design and Build Contract 2024 for the project.

Second Phase of Major Development

Upper Acre represents the second residential phase of the broader 310-acre One Horton Heath scheme, located east of Eastleigh.

Outline planning permission for up to 2,500 homes was secured in October 2025.

Reserved matters approval for Upper Acre was granted in March 2026, following an application submitted in December 2025.

Procurement is managed under the Procurement Act 2023 through a competitive flexible procedure. It begins with a conditions of participation stage before shortlisted suppliers are invited to tender.

Submissions are due by November 17, 2026. Construction is scheduled to start in March 2027, with final home completion targeted for May 2030.

The announcement follows separate plans by Eastleigh Borough Council to launch a £40 million tender in August 2026 for the 192-home Kings Copse Avenue scheme, which is set to run from March 2027 to July 2030.
