The White House border czar confirmed on July 26, 2026, that Immigration and Customs Enforcement (ICE) has mandated body-worn cameras for all vehicle stops following a fatal shooting in Maine.
Tom Homan stated during a CNN interview that internal affairs is reviewing the background vetting of the officer involved, Army veteran David Brouillette.

Relatives revealed a history of serious mental health struggles and violent behavior prior to the deadly shooting of Colombian native Johan Sebastián Durán Guerrero in Biddeford.
“There’s several things under review,” Homan said. “The training is under review.
I know this specific case, as far as the vetting, is under review by the internal affairs section.”
The incident adds to scrutiny of the Department of Homeland Security after back-to-back fatal enforcement encounters, including the July 7 shooting of Lorenzo Salgado Araujo during a vehicle pursuit in Houston.
Homeland Security Secretary Markwayne Mullin initially ordered a pause on vehicle stops after the Maine incident, but President Donald Trump reversed the directive to maintain enforcement operations targeting undocumented immigrants.

Homan said acting ICE director David Venturella issued new operational instructions mandating recording devices during traffic interactions.
“Right now, on all vehicle stops, there’s at least one body camera on site to record the entire event,” he said.
Venturella sent an instruction requiring at least one body camera on those stops to ensure everything is on video.
Congressional lawmakers from both parties have raised operational concerns during briefings.
Homeland Security Committee members learned of 56 excessive force complaints against ICE officers, where 32 were cleared, one was referred for discipline, and the rest remain pending.

The administrative changes follow previous lethal encounters this year in Minneapolis involving protesters Renee Good and Alex Pretti, alongside ongoing political debates over federal immigration funding and enforcement constraints.
