US President Donald Trump thanked Egypt, Qatar, and Turkey for mediating the agreement, calling it "historic."
Ghazi Hamad, a senior Hamas official, said, "The agreement contains a clear provision stating that Israel must commit to and implement its obligations.
If Israel does not implement the agreement, neither will we."

Hamas negotiators said the group's disarmament is conditional on Israel fulfilling its commitments, including withdrawing from Gaza and allowing a national committee and reconstruction efforts.
Phase One of the framework follows Trump's 20-point peace plan unveiled at the White House with Israeli Prime Minister Benjamin Netanyahu on 29 September 2025, focusing on the return of all hostages and the exchange of Palestinian prisoners.
The plan outlines a staged approach, including Israel releasing 250 life-sentence prisoners plus 1,700 Gazans detained after October 7, 2023, after all hostages are returned, with additional releases tied to the number of deceased remains returned.
It calls for Gaza to be governed during an interim period by a technocratic, apolitical Palestinian committee under oversight of a new international transitional body described as the "Board of Peace," chaired by Donald J Trump, alongside other heads of state to be announced.

The US proposal further states that Hamas and other factions would not have any role in Gaza's governance, and that military and offensive infrastructure, including tunnels and weapon production facilities, would be destroyed and not rebuilt under a demilitarisation process supervised by independent monitors.
