Labour Party politician Andy Burnham announced his government policy plan in Manchester on Monday, aiming to decentralize state authority by moving administrative power from London to other major British cities.
The announcement follows the resignation of Prime Minister Keir Starmer, leaving Burnham as the leading contender for the leadership role within the next three weeks, as reported by The New York Times.
Burnham, who served nine years as mayor of Greater Manchester before his recent election to Parliament, currently faces no opposing candidates in the leadership race.
10-Year Framework
His proposed 10-year framework focuses on national re-industrialization, extensive housing development, welfare reforms, and increasing state control over critical public utilities.
"I am going to give Britain the circuit-breaker it needs," Burnham said.
He criticized the current political landscape, describing the system as broken and the country as heavily centralized.
Burnham promised the "biggest rebalancing of power our country has ever seen" and proposed relocating Downing Street operations outside London.
