The United States House of Representatives passed its $1.15 trillion version of the fiscal year 2027 National Defense Authorization Act on July 22, 2026.
The vote was 216 to 212 in Washington.

Republican leaders secured the narrow victory after agreeing to merge the defense policy legislation with a controversial voter eligibility measure at a later stage.
The result was largely along party lines, with seven Republicans opposing and six Democrats supporting the bill.
Key Amendments and Provisions
Before the final vote, lawmakers debated and adopted several amendments to the base policy package.
Approved amendments include reauthorizing the Defense Production Act through 2031, granting a "presumption of approval" for military personnel and civilian workers to carry firearms on bases, and blocking TRICARE health coverage for specific gender-related medical treatments.
The chamber rejected an amendment aimed at restricting funding for Ukraine Security Assistance.
House Armed Services Committee Chairman Mike Rogers, R-Ala. , emphasized that bipartisan negotiations would continue.
"I want everyone to know that we will continue to work in a bipartisan manner as we make our way through the conference committee," Rogers said.

"We will work to produce a bill that can pass both chambers and be signed into law."
The policy measure sets guidelines and authorizes spending levels distinct from the defense appropriations bill.
For fiscal year 2027, the Pentagon requested a record $1.5 trillion total defense package, splitting $1.15 trillion for the base budget and $350 billion for reconciliation efforts.
The House-passed bill also incorporates "right to repair" language and provides $500 million for a second naval destroyer.
The Senate Armed Services Committee approved a separate $1.14 trillion version of the FY27 defense policy legislation in June.
However, Senate Democrats have halted its movement to the floor due to concerns regarding defense spending growth and opposition to the war with Iran.

If the Senate eventually passes its version, both chambers will convene a conference committee to reconcile differences before voting on a final compromise bill.
