Prime Minister Andy Burnham opened a new administrative task force in Manchester on July 20, 2026, launching No 10 North as part of a sweeping strategy to decentralize British political power and spur regional economic expansion.

Writing in a national commentary, Burnham outlined that the new central office aims to correct four decades of excessive power centralization in London, which left former industrial communities in steady decline without authority to manage their own revival.

The administrative restructuring seeks to link decision-making directly with HM Treasury to accelerate local infrastructure projects, council housing construction, and public transport integration across every region.

Burnham emphasized that centralized governance models previously failed to improve regional living standards because central departments retained decision-making authority in the capital while operating detached regional outposts.

The government plans to publish a comprehensive 10-year strategy later this year focusing on public control of essential services, regional reindustrialization, and council house construction, following recent emergency tax cuts on household energy bills and business rates.
