Cryptocurrency billionaire Christopher Harborne exploited legal loopholes to donate over £25 million to UK political parties by registering as a British voter while claiming offshore residence in Thailand, investigations by Channel 4 News and The Observer revealed on July 27, 2026.

Residency and Donation Tactics

Harborne moved to Thailand in the 1990s and acquired Thai citizenship in 2011, operating under the Thai name Chakrit Sakunkrit.

Under electoral rules at the time, British expatriates could only donate to UK political parties for 15 years after emigrating, yet the majority of his £25 million in registered donations occurred at least two decades after his move.

Ahead of the Brexit referendum in June 2016, Harborne registered to vote in Hampshire, UK.

Just months later, in October 2016, he listed Thailand as his primary residence in official company filings, allowing him to maintain offshore commercial benefits while lawfully donating millions from abroad.

In June 2026, the 63-year-old donor re-registered as a voter in Hampshire within the Basingstoke and Deane Borough Council area.

The move preceded proposed Labour government legislation attempting to cap foreign political donations at £100,000, which experts indicate can be bypassed by individuals registering as UK-based voters without permanent residency.

The Electoral Commission confirmed it remains in contact with Basingstoke and Deane Borough Council regarding the registry's accuracy following the findings.

"Concerns about the accuracy of the electoral register are taken seriously by the Commission and the local authority, who remain in regular contact," said Vijay Rangarajan, Chief Executive of the Electoral Commission.
