Lowe finished with three hits.
His single off Diamondbacks reliever Taylor Clarke hit the glove of first baseman Ildemaro Vargas and rolled away, allowing Cook to score from second.
Mason Montgomery (4-3) earned the win by escaping a bases-loaded jam in the top of the 10th.
He overcame an error by third baseman Nick Gonzales to keep Arizona scoreless.
The Pirates bullpen delivered 4 2/3 scoreless innings. They held the Diamondbacks in check after Pittsburgh tied the game.
Bryan Reynolds provided the equalizer in the eighth with a game-tying RBI double.
The rally came after Pittsburgh lost rookie outfielder Esmerlyn Valdez to a left-hand injury in the fourth inning.

Valdez was hit by a fastball from Arizona starter Merrill Kelly.
Kelly allowed one unearned run in 5 2/3 innings. He walked one and struck out six, lowering his ERA to 4.86.
It was his best start since early April.
Mitch Keller matched that steadiness for Pittsburgh. He allowed two runs in 5 1/3 innings.
His only major misstep came in the sixth when three singles loaded the bases, leading to Max Kepler's RBI hit into the right-field corner.
Kepler finished with three hits for Arizona. The Diamondbacks lost for just the fifth time in 15 games.
Catcher Gabriel Moreno went hitless in four at-bats but extended his on-base streak to 24 games with a first-inning walk.
