A slow-moving low-pressure system is delivering heavy rainfall, gusty winds, and localized flooding across Connecticut and Massachusetts, prompting widespread flood watches and flash flood warnings.
The National Weather Service issued flood watches for Hartford and Tolland counties in Connecticut, as well as parts of Massachusetts.

Rainfall rates have reached 1 to 2 inches per hour in some downpours, leading to runoff and urban drainage flooding.
Total rainfall amounts are expected to range from 2 to 4 inches in central Connecticut, with isolated higher totals along the eastern slopes of the Berkshires and western Hartford County.
Wind gusts could reach 30 mph along coastal areas.
The Weather Prediction Center elevated parts of central Connecticut, including Hartford, to a Level 3 out of 4 risk for excessive rainfall.
Hazardous driving conditions, reduced visibility, and street ponding are impacting key travel corridors such as the Interstate 95 area.

"Flooding caused by excessive rainfall continues to be possible," according to the National Weather Service.
"Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks.
Flooding may occur in poor drainage and urban areas."
This storm follows several severe weather events earlier in July, including a July 4 storm that knocked out power to over 100,000 customers and a mid-July tropical moisture system that dropped up to 6 inches of rain in Fairfield County.

Weather conditions across southern New England are expected to stabilize by Friday, with clearer skies and seasonable temperatures returning over the weekend.
