During a recent government standoff that locked federal agencies in a partial shutdown, Graham played a pivotal role by leveraging his position as budget committee chair to fund border security initiatives, helping rally his party behind a resolution.

"Lindsey was part of every important policy issue and an indispensable player in every Senate 'gang'," said Dick Durbin, the number two Senate Democrat.

"He was a fierce Republican partisan one day and a key bipartisan ally the next."

Throughout his career, Graham balanced strong party loyalty with moments of bipartisan cooperation.

He worked on immigration reform alongside Democrats like Senator Ted Kennedy and joined the "gang of 14" to resolve judicial confirmation disputes.

He consistently backed Supreme Court nominees from multiple administrations, voting for justices selected by George W.

Bush, Barack Obama, and Donald Trump, though he opposed the nomination of Ketanji Brown Jackson.

In 2022, Graham was among 15 Republican senators who crossed party lines to approve a modest legislative package addressing gun violence following a school shooting in Uvalde, Texas.

Following Trump's return to the presidency, Graham chaired the budget committee and led the legislative passage of the One Big Beautiful Bill Act to fund key domestic priorities.
