Local officials expressed grief over the incident and highlighted the current lack of seasonal lifeguards on the beach, demanding their immediate reinstatement.
“Two brave lads went in after the children who got into trouble and unfortunately they never came out,” said Sue Little, an independent councillor for Seaton.
Little described the incident as a devastating blow to the community while noting the absolute necessity of safety personnel during peak summer periods.
“With the lifeguards, it’s such a basic change but they’re a necessity – they’re a vital service that we desperately need during these heatwaves,” said Sue Little.

She emphasized that local funding constraints should not prevent central authorities from providing critical coastal safety resources.
“We are a deprived town and central government needs to realise that every coastal town should have lifeguards on duty,” said Sue Little.
Cleveland Police launched an investigation into the drowning but stated that the incident does not appear suspicious.
“Our deepest sympathies go out to the families of both the men involved in this tragic incident today,” said Supt Glen Ward of Cleveland Police.
The superintendent praised the efforts of the emergency workers who arrived at the scene to recover the individuals.
“Despite the best efforts of emergency services, sadly both men were pronounced dead a short time after being brought out of the sea,” said Supt Glen Ward.
A formal file is being prepared for the coroner as police warn the public about the hidden dangers of open water swimming during hot weather.
