"His sudden passing has left his family heartbroken and facing an uncertain future," said a GoFundMe page for Villalba.
Family members noted that Whitehead was shot while waiting in line for cotton candy with her daughter and died later in surgery.
"Family was everything to Ashley - she had recently moved to the west coast from Alabama to be closer to Zoie," the GoFundMe page for Whitehead read.
Public officials condemned the outbreak of gun violence at the annual three-day celebration, which typically attracts roughly 350,000 visitors.
"This is not acceptable," said Seattle Mayor Katie Wilson. "No father, no parent should have to bury their child."
