Federal authorities have indicted a former Tallahassee Housing Authority administrator for allegedly orchestrating a two-year scheme that siphoned $378,000 in federal housing funds.
Lekishaann Huggins, 45, faces a 39-count federal indictment, including bank fraud, aggravated identity theft, money laundering, and filing false tax returns, according to the U.

Huggins managed the Housing Choice Voucher Program, also known as Section 8, which provides rental assistance to low-income residents, seniors, and individuals with disabilities.
Court records show that between July 2023 and December 2024, Huggins used her administrative privileges to alter payment details in the housing agency's Tenmast and Yardi financial databases.
Investigators say she replaced legitimate landlord bank routing information with accounts linked to her personal business, Cache Kloset LLC, an online clothing store designed to mimic a real vendor named Cache LLC.
Prosecutors also allege that Huggins failed to update the system status for 16 former program participants, allowing her to redirect active rental subsidies into her personal accounts through monthly transfers ranging from $1,500 to $29,000.
The diverted funds reportedly financed designer apparel from Louis Vuitton, Gucci, Jimmy Choo, and Coach, as well as vacations and a private Christmas party catered by a celebrity chef.
