A US-brokered 15-point peace framework for Gaza, announced by Donald Trump, is facing intense skepticism from negotiating parties over its key sequencing demands regarding military withdrawal and militant disarmament.

Hamas lead negotiator Ghazi Hamad confirmed the group agreed to the deal following difficult negotiations.

However, he emphasized that handing over weapons remains strictly conditional on a full Israeli withdrawal from Gaza and progress on reconstruction.

"The issue of weapons… is a conditional issue linked to an entire system," said Hamad. "If Israel does not implement, we will not implement."

Hamad stated that Hamas would transfer its arms exclusively to the National Committee for the Administration of Gaza, a technocratic Palestinian body formed in January to manage transitional governance alongside incoming international stabilization forces.

Israel, however, rejected the proposed sequence, insisting on complete demilitarization prior to any troop withdrawal.

An Israeli political source confirmed that concerns regarding the plan's failure to require upfront disarmament had already been communicated to envoys.

Implementation Timeline and Distrust

A US official acknowledged that Israel remains highly skeptical regarding Hamas's willingness to disarm.

Implementation timelines presented by officials range from 200 to 320 days, though diplomats warn the process could extend further amid broader regional conflicts and deep distrust among displaced civilians on the ground.
