President Donald Trump announced a U. S.
-brokered agreement to secure the complete disarmament of Hamas, potentially ending nearly three years of conflict in Gaza, according to official reports on July 31, 2026.
The multi-phase peace plan requires Hamas to lay down its weapons in exchange for the eventual withdrawal of Israeli forces from the territory.
The framework relies on strict conditions and regional guarantees before any steps are taken.
Senior Hamas official Ghazi Hamad confirmed the group reached an agreement with the Board of Peace to relinquish its arms, contingent on an international deployment and Israeli adherence to prior commitments.
"The agreement is a package," Hamad said. "We will not begin any weapons-related steps until Israel implements these commitments.
Frankly, if Israel does not implement them, we will not proceed."
Under the terms, Israel must first execute a ceasefire, halt all targeted killings, pull military forces back to the designated Yellow Line, and permit a surge of humanitarian assistance into Gaza.
Governance would subsequently transition to the National Committee for the Administration of Gaza (NCAG), a technocratic body appointed by the Board of Peace.
Hamad clarified that police weapons would transfer to the NCAG, while heavy weaponry would be stored under supervision rather than destroyed, stressing that execution depends entirely on compliance from the opposing side.
"Our experience with the first phase was very bad. Israel did not abide by the agreement and there were hundreds or thousands of violations.
Now it is a challenge for the guarantors — the United States, Qatar, Turkey, and Egypt — to ensure 100% that Israel will fully honor and implement all items of the agreement," Hamad said.
"I hope Israel will approve it — we are still waiting."
Trump previously summarized the agreement in a public declaration regarding the international negotiating team's progress.
"Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups," Trump said.
The diplomatic announcement occurs alongside broader regional tensions.
Iranian state broadcaster IRIB reported an overnight military strike against infrastructure at Kuwait's Ahmad al-Jaber Air Base, though Kuwaiti authorities have not confirmed the incident.
Meanwhile, maritime traffic through the Strait of Hormuz remains heavily restricted following Iranian military warnings, contributing to fluctuating global oil benchmarks with Brent crude settling near $88 per barrel.
