The Local Government Association has declared that local councils must be treated as equal partners in leading nationwide adult social care reforms, not merely as stakeholders.
Responding to recent policy updates from the Prime Minister and Baroness Casey, the LGA stressed that building cross-party consensus across English communities is essential for long-term success.

Councils highlighted their central role in organizing local markets, commissioning services, and coordinating with the NHS and voluntary organizations.
The LGA called on ministers to present a clear financial roadmap and supported public engagement initiatives like the Casey Commission's Big Conversation to maximize community involvement.
"Building the broadest possible cross-party consensus and public support for change will be essential for adult social care reform to get across the line and stand the test of time," the LGA said.
The association warned against top-down governance that could diminish community-level leadership, insisting that local democratic authority must be preserved under any new structural framework.
"We share the ambition of the Casey Commission to engage the public on its thinking in its process," the LGA added.
Funding and Workforce Concerns
While recognizing workforce pay improvements as critical for sector sustainability, local leaders warned that proposed funding mechanisms remain insufficient.
They cautioned that unaddressed financial gaps regarding the Fair Pay Agreement could strain council finances and disrupt care supply.
"Across the political spectrum, councils with cross-party convening powers already agree on many of the key challenges and priorities," the LGA stated.
