A critical legislative proposal enabling a new multi-use stadium development to retain the Chicago Bears franchise in Illinois encountered severe legislative pushback ahead of a May 31 spring session adjournment deadline.

State and city officials clashed over competing location strategies as the franchise publicly maintained that it has eliminated Chicago from its prospective plans.

The Bears are focusing exclusively on site selections in Arlington Heights, Illinois, and Hammond, Indiana. NFL officials have validated this dual-track evaluation process.

Legislative Stalemate Over Funding and Traffic Studies

Illinois State Senator Bill Cunningham, the primary sponsor of the stadium infrastructure bill, outlined that multi-million dollar state funding allocations remain stalled due to localized logistical and tax concerns.

Suburban representatives expressed discomfort regarding infrastructure spending without comprehensive traffic analyses.

“We can’t appropriate state funds without some idea of how exactly they’re going to be spent for those purposes without a traffic study,” Cunningham said.

“You just don’t do that with large developments like that.”

The lawmaker noted that local taxing districts remain uncertain about proposed payment structures intended to substitute for traditional property tax assessments.

“There’s a lot of uncertainty that is embedded in the mechanics in that we don’t know what the payment in lieu of taxes would be to the taxing districts,” Cunningham added.

Cunningham indicated that late lobbying efforts by Chicago Mayor Brandon Johnson fractured the necessary legislative consensus required to secure the proposal.

“I think it’s breathed life into the mayor’s claim that Chicago still has a chance,” Cunningham said.
