Morocco goalkeeper Yassine Bounou stopped a penalty from Crysencio Summerville before Ismael Saibari converted the decisive spot kick to secure the win.
The North African squad forced extra time when Issa Diop scored a stoppage-time equalizer to cancel out a second-half opening goal by Dutch forward Cody Gakpo.
Penalty Shootout Drama
The shootout featured multiple missed opportunities from both sides. Morocco's Neil El Aynaoui and Dutch substitute Justin Kluivert missed their attempts.
Soufiane Rahimi's shot narrowly crossed the line under Netherlands goalkeeper Bart Verbruggen. Quinten Timber then shot wide for the Netherlands.
Morocco captain Achraf Hakimi hit the post before Saibari sealed the win.

Prior to the second-half goals, Morocco created several prominent scoring chances. Verbruggen saved a close-range header from Ayoub Bouaddi and a powerful strike by El Aynaoui.
Bounou protected the Moroccan net by parrying a long-range shot from Micky van de Ven, while Hakimi hit the crossbar later in the match.
The Netherlands broke the deadlock in the 72nd minute after manager Ronald Koeman substituted Wout Weghorst into the game.
Weghorst won a flick-on to find Summerville, who assisted Gakpo for a first-time finish past Bounou.
Gakpo became visibly emotional during his celebration, having recently lost his unborn son during pregnancy.
