"Local government must be part of decision-making to avoid a scenario where an FPA jeopardises the supply of care and sustainability of council finances," the LGA said.
The LGA urged national policymakers to establish a tripartite partnership between central government, municipal councils, and local residents before finalizing reform implementations.
"Success will require a new partnership between national government, local government and the public," the LGA concluded.
The ultimate measure of reform success will rely on tangible improvements in daily quality of life for individuals receiving care.
