The 16-year-old schoolboy qualified for a winner's medal by making five substitute appearances for the senior team this season.
This meets the minimum requirement set by league regulations.
Dowman will be 16 years and 144 days old on Sunday when Arsenal receives the trophy following its final match against Crystal Palace.
He breaks the previous record held by Manchester City's Phil Foden.
Earlier this season, Dowman set records as the youngest Premier League debutant at 15 years and 235 days.
He also became the youngest player to appear in the Champions League and the youngest goal scorer in Premier League history.
Arsenal manager Mikel Arteta also achieved a milestone with the championship victory.
