Ian Ritchie, an associate kinesiology professor at Brock University, noted that the general public has held deep-seated anti-doping attitudes since the Olympics instituted rules in the 1960s.
"That would be a problem," Ritchie told CBC News regarding the potential for unsupervised steroid use.
He added that performance-enhancing substances have long been integrated into various sectors of society by individuals seeking self-development.
David Howman, chairman of the Athletics Integrity Unit, recently conceded that international anti-doping frameworks have faced significant enforcement hurdles.
"We are not effective enough nowadays in catching cheats," Howman admitted.
