Lieutenant General Gregory Masiello, Program Executive Officer for the F-35 Joint Program Office, testified about a $13.7 billion global support solution.
The plan aims to fix chronic glitches and incorporates lessons learned from 13 countries operating the aircraft.
"That is not just solely about buying spare parts," Masiello said.
"It is inclusive of that, making a catch up of investment that we’ve failed to make in the past, but it is also looking at our entire maintenance plan."
Masiello highlighted the diplomatic value of the F-35, calling it "more than just an airplane, it’s a symbol of our alliances."

He pointed out that hundreds of jets will soon be distributed across Europe to demonstrate shared military responsibility.
