Labour MP Andy Burnham unveiled a 10-year policy plan on Monday, June 29, 2026, proposing the creation of a 'No 10 North' in Manchester to decentralize government power away from Whitehall.

Speaking to approximately 100 supporters at the People's History Museum, the Makerfield MP criticized his generation of politicians for failing to enact meaningful national change.

Burnham, who is expected to succeed Sir Keir Starmer as prime minister next month, outlined a vision for regional reindustrialization, high street revitalization, and an extensive council house building program.

Key Proposals

The policy framework aims to shift decision-making capabilities back into regional municipalities to foster growth outside of London.

Burnham proposed reforming business rates to support community-focused businesses and curbing commercial development of green spaces.

"No 10 North will be able to support all places to turn around those towns, their high streets, and the local centers, increasing footfall on the high street and protecting more green spaces from development," said Burnham.

The plan also addresses housing waiting lists by proposing the use of vacant public land to construct affordable municipal housing.

"Britain has lost almost one and a half million council homes since the 1980s and around the same number of people are now on housing waiting lists," Burnham noted.

According to Whitehall Editor Kate Devlin, the proposed office will function as a regional extension of Downing Street operations rather than a complete relocation of the executive branch.

The event concluded without a press question-and-answer session, as Liverpool City Region Mayor Steve Rotheram escorted Burnham from the venue immediately following the address.
