He emphasized that traditional procurement methods are being challenged by the speed of modern warfare requirements.

Military critics questioned whether the strategic transition maximizes naval reach or simply serves as a cost-cutting measure.
"Cost-cutting, no doubt," said Tom Sharpe, Former Royal Navy Commander.
Sharpe acknowledged that dispersed lethality is a logical modern strategy but expressed financial reservations regarding autonomous systems.
