The Trump administration awarded Clark Construction a $500 million no-bid contract to build a ballroom at the White House on Tuesday, June 30, 2026.

The deal was negotiated with personal involvement from the president, bypassing previous pledges that the project would rely solely on private funding at no cost to taxpayers.

Legal Basis and National Security

Federal contracts typically require competitive bidding under government regulations.

However, the Trump administration avoided these mandates by processing the agreement through the Executive Residence, which maintains an exemption from standard competitive procurement rules.

White House officials defended the decision by pointing to federal statutes.

The administration argued that the law grants the president authority to fund the care, maintenance, repair, alteration, refurnishing, improvement, air-conditioning, heating, and lighting of the White House grounds.

Although a federal judge rejected this specific legal justification in March, the contract itself has not yet faced a legal challenge.

National security concerns were cited as the primary reason for skipping the standard procurement protocols, according to official documentation from the administration.

"The disclosure of the executive agency's needs would compromise the national security," noted Joshua Fisher, White House Office of Administration Director.

The public funding of the project directly contradicts earlier statements made regarding the financing of the ballroom construction, as reported by The Washington Post.

The president had previously maintained that outside contributors would fully fund the development.

"They said: 'Sir, we'll do it for nothing. This is the greatest honor,'" claimed Donald Trump, President.

The administration's no-bid contract currently remains active as an unchallenged legal matter.
