Infrastructure performance has also driven skepticism among some consumers regarding the fairness of consumer-side fines.
"These companies have lots of leakages that don't get fixed," said Colin O'Connell, a Bearsted resident. O'Connell argued that utility companies should prioritize internal maintenance before penalizing customers.
"This should be addressed before they start fining people for using hosepipes," O'Connell added.
Some locals favor open communication over formal reporting mechanisms. "I would have a chat if they were using a hosepipe when there's a ban on.
All problems could be solved by talking," said Ryan Tomlinson, a Maidstone local.
According to Southern Water, immediate voluntary compliance is requested to protect the supply network, as the River Test has lost a third of its flow.
