During oral evidence, Ballard maintained she operated with the best intentions for her students, though she acknowledged the unauthorized use of the school vehicle.
"I am not a rule follower, I like going against the grain to benefit the kids," she stated.
The panel rejected the justification that her non-compliance served pupil interests, emphasizing that the public expects absolute probity from educational leaders.
"The findings of misconduct are serious as they include a headteacher behaving in a way which was dishonest and lacking in integrity," stated the Secretary of State in the final decision notice.
The prohibition order prevents Ballard from teaching in any school, sixth-form college, youth accommodation, or children's home in England.

She is permitted to apply for a review to overturn the ban in June 2028.
