A Teaching Regulation Agency panel has banned former Ryde Academy headteacher Joy Ballard from the teaching profession following findings of unacceptable professional conduct and dishonesty.
The tribunal, which issued its decision on July 3, 2026, determined that Ballard altered school term dates during the 2023-24 academic year to accommodate her personal cruise holidays.

She also faced allegations of mismanaging school cash and using a school-funded Peugeot 5008 for personal travel, including a family vacation to France.
The independent investigation began after initial concerns surfaced in March 2024.
Ballard retired from her position at the Isle of Wight school in August 2024 before the matter was officially referred to the regulatory body.
The panel noted that the administrative adjustments created a hostile working environment.
According to the independent report, Ballard fostered a "toxic culture of fear" at Ryde Academy, leaving senior staff too intimidated to report concerns about her financial and scheduling decisions.
The vehicle at the center of the inquiry was purchased for £30,000 using school resources to lower regional student transportation costs.
Records showed it accumulated 22,000 miles in its first year due to regular personal use.

Ballard gained public recognition in 2015 after appearing on the Channel 4 documentary series Educating Cardiff during her tenure at Willows High School.
Her defense submitted approximately 50 character references highlighting her past achievements and describing her as an inspirational leader.
