The ongoing security dispute stems from rulings by the Royal and VIP Executive Committee, which manages public funding allocations for high-profile figures.
While the family previously accepted an offer to stay inside a secured royal residence, round-the-clock taxpayer protection remains unavailable.

The travel plans still leave open a slight possibility that the family could reunite with Harry later in the week when his itinerary shifts from London toward the Midlands.
The Duke of Sussex previously stated his firm stance regarding the safety of his family while traveling to his home country without official security assurances.
"I can't see a world in which I would be bringing my wife and children back to the UK at this point," said Prince Harry, the Duke of Sussex.
This decision follows years of solitary travel for the Duke, who last visited his father alone in September.
