In contrast, South Africa's Themba Zwane was excluded from the tournament after receiving a three-game suspension without probation for a similar infraction.

"It is a principle embedded in regulations, which cannot be made subject to exceptions, let alone in the middle of a tournament where several other players have been in the same situation and regularly served their suspension," UEFA asserted.

Balogun publicly commented on the referee's decision, saying, "I think a yellow card would have been fair."

FIFA justified its revised disciplinary approach in May as an effort to ensure nations could field optimal rosters.

The Belgian soccer federation launched an overnight appeal in Seattle to challenge the ruling before a FIFA appeals judge prior to the match.
