State officials confirmed that notices were mailed to affected drivers across various cities, including San Francisco, Sacramento, Santa Monica, and San Mateo.
The individuals completed their knowledge tests between July 2025 and April 2026.
DMV Cites Testing Anomalies
The DMV did not disclose the specific nature of the testing anomalies. The agency also did not clarify whether the issues stemmed from cheating or internal technical systems.
"Ensuring the integrity of our testing process is essential," the DMV said in an official statement.
"Knowledge tests play a critical role in confirming that drivers understand the rules of the road before they are licensed to drive in California."
The agency added, "The California DMV has identified anomalies in the results of certain knowledge tests.
As a result, approximately 11,000 individuals are being notified and required to return to the DMV to retake the test within 30 days.
Those who do not retest will have their driver's license cancelled."
Affected motorists expressed confusion after receiving notifications stating that their original results indicated non-compliance with the California Vehicle Code.
David Specht, a Sacramento resident who received the warning letter, said, "I know I didn't cheat.
And I presume many of the other 11,000 residents of California who received the letter also didn't cheat."
