According to the commission, there is probable cause that Musk's cash distributions violated state election laws.
Emilee Miklas, a commission spokesperson, said the panel found probable cause that the handouts broke Wisconsin's election bribery laws.
Complaints were filed by voters from Milwaukee and Green Bay, where Musk personally gave checks at a rally.
Wisconsin's Democratic attorney general tried to block the event, but the state supreme court declined to intervene minutes before it started.

Under Wisconsin law, offering anything of value to influence a voter is illegal. Musk's actions have raised concerns about electoral integrity in the state.
Political Spending and Similar Tactics
Last year, Musk and affiliated groups spent over $20 million to support conservative candidate Brad Schimel, who lost the election.
His political action committee also offered $100 for signing petitions against what they called "activist judges."
Musk used similar strategies during the 2024 presidential election, promising $1 million daily to voters in battleground states who supported certain constitutional amendments.
