House Republican leaders this week chose to advance an older version of the SAVE America Act focused on proof-of-citizenship requirements, after internal division over a broader version backed by Donald Trump that mandates a mail-in voting crackdown.

Speaker Mike Johnson acknowledged Tuesday that the House lacks the necessary votes to pass the drastic federal restrictions on mailed ballots desired by the former president, as many rural and battleground state Republicans rely heavily on absentee voting.

The policy disagreement triggered a brief protest from conservative hard-liners who temporarily shut down the House floor after the Senate refused to advance the election overhaul package.

Rural Concerns Over Mail-In Ban

"I'm going to do everything I can with the vote tallies that we have," said Speaker Mike Johnson, R-Louisiana, when asked if the stricter mail voting measures would come to a vote.

Johnson noted that while there is widespread desire within the party to align with the former president's election goals, federal regulation remains complicated because individual states manage their own processes differently.

"We all do," added Johnson.

"But the mail-in ballot, he's acknowledged, is a very difficult thing to regulate at the federal level, because different states do it differently."

The broader proposal sought by Trump includes a near-total ban on mail-in ballots along with unrelated policy provisions regarding transgender sports participation and bans on gender-affirming surgeries for minors.

Speaking from the Oval Office this week, Trump maintained his stance that the mail-in ballot restrictions are critical to preventing election corruption while allowing narrow carve-outs for specific groups.
