The Central Judicial Collection Agency (CJIB) implemented a new system on July 1, 2026, introducing partially yellow letters as official payment reminders for outstanding traffic fines.
The move aims to help drivers avoid hefty financial penalties by providing a two-week grace period to settle dues without extra costs.

Previously, drivers who failed to pay on time faced immediate steep increases.
The first warning added 1.5 times the original amount, and the second notification tripled the fine.
Under the new policy, if a fine remains unpaid after eight weeks, recipients receive the yellow reminder.
They then have 14 days to pay or arrange an installment plan.
Design and Purpose
The distinctive yellow color on the bottom half of the letter serves as an intentional visual warning signal to catch the recipient's attention.
These documents are still dispatched inside traditional white envelopes featuring purple edges.
CJIB Director of Service and Collection Annette Veenstra explained that the measure aims to assist citizens in managing their payments or arranging installments.

“The payment reminder is a logical addition to our services, and I expect it will help people either pay their fine on time or arrange a payment plan,” Veenstra said.
She added that the reminder should reduce the number of formal penalty increases.
Former CJIB Director Albert Hazelhoff criticized the severity of the previous financial progression shortly before his departure at the end of last year.
He noted that the fines and accumulation rates had become disconnected from the offenses.
“It has increasingly become out of step with fines in criminal law,” Hazelhoff said.
Out of approximately eight million traffic fines distributed annually by the agency, about 85 percent are settled on time.
That leaves 1.2 million fines subject to automatic increases due to late payments.

Individuals facing financial constraints can independently apply for a structured installment plan through the official CJIB platform.
