Florida attorney Peter Ticktin is urging President Donald J.

Trump to issue an executive order declaring a national emergency to seize federal control of the upcoming midterm elections.

Ticktin, an 80-year-old childhood friend of Trump, met with the president in the Oval Office on Tuesday, June 30, 2026, to present his proposal.

He claims a Democratic plot exists to steal congressional seats to impeach Trump, based on unproven allegations of foreign electronic voting machine interference.

The proposal has raised alarms among state election officials and legal experts, who warned CNN that such an executive order would violate the US Constitution.

The Constitution explicitly grants election authority to states and Congress, not the presidency.

During an interview with CNN, Ticktin said evidence of foreign meddling by nations such as Venezuela, China, and Iran would soon be made public following the Trump administration's capture of Venezuelan leader Nicolás Maduro.

"With the evidence that we’ve got, and with the evidence that would be forthcoming, that there’ll be no question about it — and what these machines did," Ticktin said.

He characterized the alleged electronic voting vulnerabilities as an ongoing threat to national sovereignty, calling it "a surreptitious overtaking of a country."

A 2021 US intelligence assessment previously concluded that while countries like Russia and China attempted to influence the 2020 election, no foreign nation altered technical voting processes, tabulation, or results.

A White House official downplayed Ticktin's influence, telling CNN that while Ticktin is well-meaning, he overstates his relationship with the president, does not speak with him regularly, and does not shape administration policies regarding voting.
