"He was on his way to work, picking up his workers. My father did not deserve this," Salgado continued.

Civil rights leaders from the League of United Latin American Citizens emphasized that independent oversight is required to verify the actions of the federal officers involved.

"This is not an isolated event across the nation," stated LULAC President Ramon Palomares during a virtual press conference.

"We have seen a pattern of ICE involvement in shootings and excessive use of force.

Each time, a family is left without answers and a community is left in fear," Palomares noted.

"What we’re demanding at LULAC is to preserve and release all evidence: body cam, dash cam, bystander video, dispatch logs, everything that would be available to us and should be available to the community to conduct this investigation," Palomares demanded.

LULAC leaders further questioned the vehicle damage claims made by federal authorities based on initial neighborhood footage.

"When we look at the pictures, there is no damage," said Domingo Garcia, chairman of LULAC Adelante PAC.

"If their people are innocent, prove it. But if they’re not, don’t hide it," Garcia asserted.

"The fact that it was conducted by ICE agents does not change that it could be a state crime that happened within the city limits of Houston," Garcia explained regarding the jurisdiction of local police.

"We don’t take DHS at their word at all," added Juan Proano, CEO of LULAC.
