Phillips, 31, will make his season debut after recovering from Tommy John surgery in May 2025.
To accommodate Phillips on the active roster, the Dodgers optioned right-handed pitcher Paul Gervase to Triple-A Oklahoma City.
The organization also cleared a 40-man roster spot by releasing left-handed pitcher Jake Eder.
Before his injury, Phillips established himself as a premier bullpen asset for Los Angeles.
He concluded his brief 2025 campaign with zero runs allowed over seven appearances.
Phillips previously led the team in saves during both the 2023 and 2024 seasons.

His return follows a 30-day rehabilitation assignment with Triple-A Oklahoma City.
During that assignment, Phillips logged a 1.80 ERA across 10 innings and 12 appearances, striking out 13 batters.
Gervase returns to the minor leagues after a brief stint that began on Thursday.
He allowed one run over 2.2 innings in two games against the San Diego Padres, leaving him with a 2.35 ERA in 7.2 major league innings this year.
Eder departs the organization after pitching four innings across four games for the major league club this season, recording a 2.25 ERA.
