The announcement completes the eight main-draw wild cards, following previous awards to Andreescu, Cross, Katherine Sebov, Cadence Brace, Rebecca Marino, and Venus Williams.
"We are delighted to award main-draw wild cards to Ariana and Carol," said Noelle van Lottum, Head of Women's Tennis at Tennis Canada.
Van Lottum highlighted Arseneault's recent progress and Zhao's long-standing contributions to Canadian tennis ahead of her retirement.
"Ariana's game continues to trend in the right direction, and she is doing all the right things to position herself to compete at the highest of levels," van Lottum said.
"Carol has been a respected figure in Canadian tennis for many years, and we're thrilled to give her the opportunity to compete at her home tournament for one final time."
For the one-day qualifying draw, Avery Alexander and Ana Grubor received wild cards, with a third spot to be decided by a mini-tournament among four Canadian players.

One doubles wild card remains unassigned.
