Department of Housing and Urban Development (HUD) advanced a federal rule on Tuesday, June 30, 2026, that permits local public housing authorities to enforce strict work requirements and time limits on aid recipients.

Meanwhile, agencies managing these transitions concurrently face severe operational challenges across the country.

New Rule Allows Up to 40-Hour Work Week

Dozens of organizations have joined a national coalition supporting the initiative, which grants discretion to mandate up to 40 hours of work weekly for nonelderly, nondisabled adults.

The voluntary regulations remain under review, though some local governments are already preparing enforcement strategies.

"In all cases, PHAs and Owners could establish either or both work requirements and term limits. PHAs and Owners may also implement neither requirement," read the HUD rule.

In Florida, the Jacksonville Housing Authority is notifying residents about potential 30-hour work mandates that would heavily alter the current eight-hour community service expectation.

A Jacksonville Housing Authority email mentioned a "proposed 2-year HUD subsidy term limit."

Jacksonville Housing Authority CEO Cheron Corbett defended the impending regulatory changes as a necessary step for vulnerable citizens, emphasizing "self-sufficiency."

During a recent meeting, she incorrectly asserted that full-time mandates were already standard practice nationally, contradicting federal figures showing less than one percent of agencies utilize them.

"Most housing authorities," said Cheron Corbett.

Other participating organizations, such as the Housing Authority of Champaign County, currently enforce a minimum 15-hour weekly requirement for able-bodied adults alongside supplementary job training.
