It stated it had "taken note" of the declaration regarding the consolidation of weapons under one centralized administration.

The board emphasized that its assessment would be guided by tangible outcomes rather than verbal commitments.

"The core principle remains one authority, one law and one weapon," the Board of Peace stated.

Analysts from the International Crisis Group noted that Hamas is attempting to break a political logjam that has stalled humanitarian relief and reconstruction for Gaza's 2.1 million residents.

"Given its very limited leverage and the absurdly unending misery in Gaza, the group is keen to find some way to break the logjam," said Max Rodenbeck, Israel-Palestine project director at the International Crisis Group.

Experts from the European Council on Foreign Relations observed that Hamas is trying to alter the current diplomatic dynamic.

Muhammad Shehada, a visiting fellow, said Hamas is attempting to circumvent the roadblock created by Israeli-led plans that would restrict reconstruction to isolated safe zones.
