Farrell observed emergency response teams providing immediate first aid to the victim on the ground.
"I saw a man on the floor.
I didn't think much of it at first but then I saw police officers around him, tending to him and giving him first aid.
He looked like he was holding his back," Farrell said.
"Paramedics attended as well and police taped off a big section of the Gardens, near the tram stop.
There were detectives there as well."
The frequency of violent incidents in the central plaza caused deep concern for the bystander.
"It was just shocking," Farrell said.
The resident expressed a sense of inevitability regarding ongoing security challenges in the neighborhood.

"But it's no surprise. It looks like there's no end to it," he added.
