The Federal Bureau of Prisons (BOP) announced on Wednesday, July 8, 2026, the launch of a nationwide inmate tablet services contract.

The initiative will provide secure electronic devices to individuals in federal custody.

The program aims to modernize prison operations, streamline family communication, and expand educational and rehabilitative programming. The rollout will occur in phases under strict oversight and security protocols.

Phased Rollout and Key Features

The tablets will eventually be distributed to all federal inmates, currently more than 153,000 across the United States.

The devices will digitize routine operations, replacing paper forms for commissary orders, inmate requests, and program registrations.

The technology also allows educational coursework and evidence-based programming to continue during lockdowns or modified operations caused by staffing shortages.

BOP Director William K. Marshall III said the contract modernizes outdated operations and reduces administrative burdens.

He noted that similar devices have been successfully deployed by at least 48 state prison systems nationwide, according to a 2024 report by the Prison Policy Initiative.

Marshall emphasized the importance of maintaining contact with loved ones for successful reentry.

Advocacy groups expressed strong support, highlighting the potential to strengthen family connections through secure messaging and unlimited video calling during designated hours.

Rabbi Moshe Margaretten, President of Tzedek Association, called the launch a gamechanger.

He commended Director Marshall and Deputy Director Smith for their leadership, noting the administration has accomplished more to modernize the BOP than any recent leadership team.

The federal rollout occurs amid heightened congressional scrutiny of California's state-issued prison tablets.

The House Committee on Oversight and Government Reform opened an investigation into allegations that inmates circumvented security to commit crimes and access pornography.

Federal prosecutors in California have initiated several prosecutions linked to the state's tablet program.

The BOP did not respond to queries regarding the specific company awarded the contract, security features, or planned oversight measures.
